* Always use `ibv_reg_dmabuf_mr` when DMABUF is supported
* Do not check `nvidia-peermem` when unnecessary
* More rigorous check on IB port availability
* Fixed ibverbs wrappers
* Fixed `IbPeerToPeerTest.SimpleAtomicAdd` test
