Wire the Windows native authority package into the release build, package metadata digest (artifactSha256), dormant loader activation, and the real non-admin Windows verifier.

Acceptance:

Native package is built and pinned in release metadata.
Loader validates platform/Node-API/manifest/digest before loading.
Real-Windows verifier runs on a non-admin host and proves handle admission, Job Object ownership, and private DACL behavior.
Doctor reports verified availability.
