Summary

add an explicit replay_run_id selector to CLI and MCP investigation inputs
read and validate a completed workspace run before authorizing or scanning deleted inputs
require exact paths, options, integrity controls, and a complete selected run
parse every committed inventory page and recompute comparison/final Evidence before reuse
preserve authorization and rescanning for every default invocation
document and package-test cache-only replay

Explicit selection is necessary because the current artifact identity cannot be known without reading the inputs. The root fix therefore makes cache reuse intentional and verifies the complete evidence chain instead of silently trusting a stored result.
