Restrict signals and cleanup to explicitly owned processes and roots. Verify that unrelated processes survive every cleanup path.

Part of #27.

Acceptance:

  • Verification cannot terminate unrelated Hopper.
  • Owned shutdown is preserved in sanitized diagnostics.

Completed by merged PR #410, which restricts cleanup to verified owned lineage and proves unrelated Hopper-shaped processes survive cleanup.
