Summary

add import_managed_reconstruction / rea import-managed-reconstruction for user-supplied C#/IL/pseudocode reconstruction import
authenticate every imported method against inspect_managed_members Evidence using artifact SHA-256, MVID, token, signature hash, and normalized IL hash
record decompiler identity/options/text digests as analyst-inference Evidence; no target load, execution, reflection, debugger attach, instrumentation, decompiler execution, or native address translation
update managed docs, ADR status, generated catalog/API docs, README localizations, setup skill metadata, and inventory to 89 MCP tools / 49 CLI commands / 6 managed tools

No proprietary osu! artifacts or decompiler dumps are committed.
