Stack 5/7 (base: stack 4/7, merge in order).

Extracts SetupTypes/SetupHost from Setup.ts (771 to 451 lines) and moves observation helpers into ProcessOwnershipObservation/ProcessTree. Migrates all importers including CLI commands. No re-export shims. Verification: tsc clean, 85/85 focused tests pass.
