📄 Description

Allow a Pages-only publication while Cloudflare credentials are being configured. The default remains both, which publishes the shared verified archive to both hosts and checks both commit markers.

The explicit pages target skips Cloudflare setup and verifies the Pages commit. Unknown targets fail before publishing. Update the maintenance instructions to describe both modes.

Validation: actionlint; website preparation and verification; target validation and revision checks for both modes, including a stale Cloudflare revision; pre-push typecheck and lint.

Use a merge commit to retain the development history.
