📄 Description

Celebrate 40,000 GitHub stars in the existing Star History section across all 17 README languages, following #1079 and the placement correction in #1217.

Only change the milestone number from 30,000 to 40,000, preserving each language's number formatting, the thank-you sentence, and all other README content. Each file changes one digit in its existing celebration line.

REA has reached the milestone: GitHub reported 40,047 stars when preparing this PR for review.

Verification: all 22 CI checks pass on 5ecc98a5eac4c10d33e9c418b9ffae61c68e3ef2; formatting passes for all 17 READMEs; git diff --check passes; a byte-for-byte comparison confirms only the milestone digit changed in each file; pre-push npm run check:fast passes. Real-provider verification is not applicable to this documentation-only change.
