My fork was detached from this repository's fork network when its visibility changed to private, which auto-closed #1919, and GitHub won't reopen a PR whose head repository left the network. This PR comes from a fresh fork, Hyped01/rea-har. Nothing has changed: it is the same branch and the same commits, at head ba21112e6, including @morluto's commits:

consolidated codec ownership;
cleanup provenance;
Windows kill-on-close retention;
concurrent cleanup failures.

#1919 holds the full discussion: the Codex review threads, the replies, and @CassieFox23's Linux verification on Node 22, 24 and 26. The branch conflicts with current main, as #1919 did.
