Closes #2179

Summary

The internal reconstruction readiness guide (\docs/reconstruction-readiness.md) listed \declare-request\ as its third required stage and described carried request metadata. The actual schema (
econstructionReadinessSchemas.ts) and evaluator checks (
econstructionReadinessJourneyFindings.ts) require \cquire-authority\ with four grant-related checks (\missing-scope-reported,
arrow-grant-resumed, \expansion-reprompted, \denial-launched-nothing).

This updates the table in \docs/reconstruction-readiness.md\ to name \cquire-authority\ and describe its four authority and grant proof requirements.
