Summary

Adds a provider-neutral managed-code workflow for static C#/.NET member comparison.

adds compare_managed_members for MCP Evidence-to-Evidence comparison and rea compare-managed-members for local path comparison
remaps build-local managed tokens only through unique CIL/signature evidence or unique structural method-shape fallback, while treating names as observations only
reports matched, changed, added, removed, ambiguous, and unknown members as derived Evidence with source evidence links, target digests, MVID/module identity, algorithm metadata, coverage, and limitations
updates generated product catalog/API docs, README localizations, managed-code docs, ADR status, skill metadata, setup/package expectations, and inventory tests to 86 MCP tools / 46 CLI commands / 3 managed tools
