📄 Description

Summary

  • Clarify in AGENTS.md that tool design should start with reusable primitives and reserve workflows for recurring, evidence-composing outcomes.
  • Add the rationale and a generality test to docs/tool-design.md, including the distinction between reusable format-specific decoders and one-application business logic.

Closes #489

Verification

  • git diff --check
  • Pre-push hook: dependency check, typecheck, and lint completed successfully. Lint reported existing warnings and no errors.
