Summary

start the left and right authorized artifact scans concurrently
preserve deterministic left/right result identity even when completion order differs
pass the same cancellation signal, limits, roots, and integrity policy to both scans
expose a production scan seam with tests for concurrent start, reverse completion, and prompt failure

Impact

Cross-version investigations no longer pay the sum of two independent inventory scan times when both inputs can be scanned concurrently.

Closes #182

Verification

npx vitest run tests/crossVersionInventory.test.ts --coverage.enabled=false
npm run check after rebasing onto 5231e95 (101 files, 656 tests)

Real Hopper verification was not performed; this changes provider-neutral artifact inventory scheduling only.
